Living Lab Quantum and Society
The world’s first “Living Lab Quantum and Society” is a digital and physical environment where businesses, governments, societal organisations, scientists, and citizens come together to jointly develop ethical, legal and societal standards to guide the development of quantum technologies and their applications to the benefit of society.
It is a unique program that puts societal impact first. 3% of the Quantum Delta NL budget for building a thriving quantum ecosystem is allocated to establish the Living Lab Quantum and Society, propagating the incredible importance of incorporating societal impact as a guideline for working on quantum innovations.
- Groundbreaking research into the legal framework, societal innovation and broad communication of quantum technologies in order to develop tools for responsible quantum research and innovation.
- Helping businesses and startups: facilitate startups, small businesses and corporates by helping them understand the impact of their quantum innovations to their sector, their customers, and society.
- Toolkits for responsible entrepreneurship: Develop tools and methodologies aimed at responsible innovation of quantum technologies and applications to the benefit of society.
- Quantum society helpdesk: provide a contact point and act as a primary source of information for questions related to the (future) application of quantum technologies in society.
- Governance of quantum technologies: Examine governance questions at various levels, to develop the legal frameworks needed for responsible research and innovation.

The Living Lab Quantum and Society accelerates growth of organizations and companies in different stages of their quantum journey, by providing routes to responsible implementation and positive impact of their quantum products and services. We educate about the possibilities that quantum technologies unlock and the responsibilities that come with it, we explore new business opportunities in their sector and develop new value propositions and roadmaps based on sound ethical, legal and societal considerations. We help to find the right development partners for responsible innovation.
Toolkits for responsible entrepreneurship
The Living Lab Quantum and Society prepares society for the arrival of quantum technology and guides R&D towards socially acceptable applications. Tools and methodologies are developed along the way which facilitate quantum technology innovation while ensuring appropriate Ethical, Legal, and Social Aspects (ELSA) and responsible innovation and entrepreneurship. These tools will be made available to startups, small and medium enterprizes, and corporates to help identify repsonsible and attractive business cases. An example of such a tool could be a Quantum Application Impact Assessment, providing step-by-step instructions to ensure any new quantum application abides by the legal and ethical conditions for responsible innovation and entrepreneurship.
Quantum Society and Innovation Support
Quantum technologies and applications will have a major impact on daily life. They will change the way data is shared, stored and manipulated, they will enable novel ways of developing materials, and they will allow smaller and smaller sensors to detect minute amounts of substances, subtle temperature differences, minute magnetic fields and many other properties of the world around us.
This changes the way we look at sharing our thoughts, the way we think about privacy and essentially this changes the way we experience our life and that of others.
In order to fully appreciate the impact of quantum technologies on society, we want to interact with society. At the same time, the impact of quantum technologies will result in many deep and profound, but also practical questions. Therefore, we develop a quantum society helpdesk, where citizens and societal organizations can direct their questions and ask for advice, and provide us with much needed feedback on quantum innovations.
Governance of quantum technologies
Because quantum technologies impact the lives of millions, governance and regulation will become of paramount importance. We want to provide our governement, and Europe with the appropriate legal and ethical framework, on which to build policies and agreements. This way, we can assist both our country and Europe in positioning ourselves in the complex world where quantum technologies are developed, used, and traded.
