Program Lead for CAT-2: Quantum Communication

🚀 Lead the Netherlands’ Quantum Leap

Quantum communication is entering a decisive decade, and Quantum Delta NL (QDNL) is positioning the Netherlands to lead the international developments in quantum networks and quantum internet. As part of this mission, we are seeking a visionary and strategic leader to direct CAT-2, our Catalyst Program in Quantum Communications.

This program lies at the heart of the Netherlands’ ambition to build a quantum internet, establish a resilient quantum technology supply chain, and translate quantum advances into real-world economic and societal impact. As the CAT-2 Program Lead, you will drive this vision forward uniting top minds, institutions, and technologies to shape Europe’s most competitive quantum ecosystem.

🔎 Your Role

Set the Agenda – Shape and execute a compelling strategy that advances the Dutch roadmap toward quantum networks and quantum internet and national facilities and testbeds to develop and market new technologies.
Connect and Accelerate – Coordinate a powerful network of universities, startups, suppliers, and users to fast-track critical technologies and applications.
Steer Strategic Investments – Direct resources into high-impact projects, while aligning with national and European ambitions.
Be a Champion – Represent QDNL across global forums and government dialogues, reinforcing the Netherlands’ leadership in the quantum future.

🧬 What You Bring

You are a bold and credible leader with the vision and capabilities to turn ambition into execution. Specifically, you bring:

Quantum and/or Telecom Expertise – Deep knowledge and leadership experience in quantum communication, quantum key distribution, quantum networks, quantum internet.
Strategic Drive A strong track record of designing and delivering complex, multi-stakeholder programmes in frontier tech domains.
Ecosystem Mindset Proven ability to mobilize networks across academia, startups, industry, and policy to build collective momentum.
Global Perspective Strong awareness of international trends and an ability to position the Netherlands within the evolving global quantum race.

🎯 Your Focus Areas

National Quantum Communication Roadmap Translate strategic vision into milestones and align partners around a shared national ambition.

Technological Infrastructure like a Quantum network operator and a pilot line for photonic integration.

Applications with Impact Accelerate development of quantum networks and internet.

International Partnerships – Position QDNL and the Netherlands as essential players in global collaborations and funding frameworks (e.g. EuroHPC, NATO DIANA, Horizon Europe).
