The Quantum Futures Game

Explore Tomorrow, Today

We live in uncertain times. The global technology landscape is shifting rapidly, while geopolitical balances are being redrawn. In such a world, scenario thinking is more important than ever. It allows us to explore multiple possible futures, challenge our assumptions, and prepare for unexpected turns. For governments, businesses, and research initiatives like Quantum Delta NL, this means building resilience and making better-informed choices today.

To help navigate this future, the Centre for Quantum & Society has developed The Quantum Futures Game. In co-creation with stakeholders from Quantum Delta NL and a wide network of external experts, four possible worlds in 2050 were envisioned:

  • Quantum Commons – Quantum devices are everywhere, and democratic values shape the global order. Access is fair, innovation is responsible, and society flourishes.

  • Quantum Garden – Democracies prioritise their own secure quantum infrastructures. Collaboration exists but is fragmented, and inequalities between nations deepen.

  • Quantum Arms Race – Authoritarian powers dominate quantum development, focusing on military and state control. Competition and mistrust prevail, with fragile global stability.

  • Quantum Regime – Quantum technologies empower an authoritarian regime and allied corporations. Surveillance is widespread, freedoms are restricted, and resistance moves underground.

Inspire your team or event audience with a glimpse into the quantum future

To bring these scenarios to life, we created an interactive card game. The Quantum Futures Game lets you step into the shoes of different stakeholders—from governments and corporations to NGOs, citizens, and even Planet Earth. With 40 Value Cards19 Stakeholder Cards, and a set of Future Scenario Cards, the game sparks debate and reflection. Players face technological, societal, and geopolitical shifts across three decades, choosing which values matter most and pitching their vision for the future.

No prior knowledge of quantum technologies is needed. However, we recommend starting with one of our inspiring keynote introductions to quantum technology and its possible applications before diving into the game. The game is designed to be accessible, engaging, and thought-provoking for all audiences.

The Quantum Futures Game was created by Deborah Nas and Juwe van Vliet, based on scenarios developed under the guidance of George Profitiliotis with extensive input from QDNL and many external stakeholders. It is published under a Creative Commons licence and the game materials are freely available for download and non-commercial use.
