Quantum Delta NL (QDNL) is on a mission to accelerate quantum breakthroughs. Backed by €615 million from the National Growth Fund, we’re building the Netherlands into a leading European quantum hub—fueling scientific progress, high-tech job creation, and economic impact.

To drive this forward, we’re looking for a Challenge-Based Programme Manager to lead DARPA-inspired funding tracks and other mission-driven initiatives. You’ll be at the heart of ambitious programs that push boundaries, solve bottlenecks, and translate cutting-edge research into real-world impact.

Your Role

  • Design & execute challenge-based funding programmes, crafting strategic challenge statements modeled after DARPA & similar initiatives.

  • Lead end-to-end execution—from problem scoping and call design to programme milestones and evaluation.

  • Drive collaboration between academia, industry, and government, ensuring alignment across stakeholders.

  • Foster responsible innovation, integrating Ethical, Legal, and Societal Aspects (ELSA) when relevant.

What You Bring

  • Experience in quantum computing, communication, or sensing, with a strong R&D background in academia or industry.

  • Familiarity with challenge-based R&D programs (e.g., DARPA, ARPA-E, IARPA, ARIA).

  • A strategic mindset, bridging research with commercialization pathways.

  • Strong stakeholder management & communication skills, adept at navigating multi-partner collaborations.

  • Proven experience in program management, with the ability to structure complex initiatives, track milestones, and drive execution in dynamic environments.

  • Ability to thrive in a fast-paced, evolving environment, balancing vision with hands-on execution.
