Quantum Delta NL (QDNL) is the national quantum technology programme of the Netherlands, dedicated to accelerating research, innovation, and the commercialisation of quantum technology. As a privately operated foundation backed by over €600 million in public investment, QDNL strengthens the Netherlands’ position as a global leader in the field.
To support this mission, we are looking for a (Senior) Policy Advisor who will drive our international strategy and develop impactful collaborations at a national, European, and global level.
You will operate at the intersection of government, science and industry, engaging with government partners, the European Commission, knowledge institutions, startups and the QDNL Core Team. Periodic presence at the QDNL hubs (Delft, Amsterdam, Eindhoven, Enschede, Leiden) and occasional travel abroad are part of the role.
🔎 Your Role
As a (Senior) Policy Advisor, you will join our Strategy & Policy team and support the Head of Strategy. You analyse policies, regulations and developments across the political and quantum technology landscape, identify strategic opportunities and contribute to shaping QDNL’s position at a national, European, and global level.
You will design strategies and procedures that empower our quantum ecosystem and enable innovative international and national collaborations. In your role, you will participate in working groups, contribute to impact assessments, and provide input to key strategic trajectories. On a global scale, you will analyse the international landscape and assess economic security aspects.
You will collaborate on projects across several strategic themes and topics. You determine the procedures and approaches needed to bring stakeholders into alignment and help bring them into action. You will also contribute to the coordination of incoming and outgoing delegations from international partners and ensure strong representation at selected global events.
Your strong analytical skills enable you to quickly get to the essence of complex topics and translate this into clear, concise advice for senior management.Â

🎯 Key Responsibilities
Strategy Research & Design: Analyse policy developments and shape QDNL’s strategic position. Develop strategic directions and initiate projects that advance quantum technology goals at national, European, and global levels.
Stakeholder Engagement:Â Build and maintain strategic relationships with our stakeholders (e.g. European Commission, government partners), represent QDNL and coordinate incoming and outgoing delegations.
Impact & Risk Assessments: Assess the implications of external developments, legislation, collaborations, and global dynamics to protect quantum‑related knowledge assets and ensure alignment with QDNL’s strategic objectives.
Advice & Report: Prepare high‑level meetings, gather relevant information, and translate insights into clear recommendations for senior management and external decision‑makers.
🎓 Required Qualifications & Skills
For this role, we are looking for candidates who demonstrate the following qualifications and skills. You do not need to meet every requirement listed, but you should match the majority of them:
A master's, MBA or PhD degree, preferably towards international relations, economics, politics, law, finance or a relevant technology;
A minimum of 3-5 years of experience with (inter)national policy processes and geopolitical themes as a (Senior) Policy Advisor or Policy Officer (EU and tech policy expertise);
Experience in an international and/ or diplomatic environment;
Strong analytical abilities and a structured, organised way of working; able to bring clarity and coherence to complex topics.
Politically sensitive, quick thinker, supportive, independent and proactive by nature;
Knowledge of quantum or an adjacent technology is appreciated but not necessary;
Strong written and verbal communication skills in both native/ fluent Dutch and English, with a proven ability to work effectively with a diverse set of stakeholders across public and private domains.
